Hiring businessmen as leaders: Institutional breakthrough

The Ministry of Home Affairs has just proposed to add to the draft Law on Cadres and Civil Servants (amended) on allowing the signing of contracts with outstanding businessmen, experts, and scientists to perform the duties of civil servants in leadership and management. This is a concrete step to institutionalize the Party’s regulations on removing “bottlenecks” in administrative procedures, attracting and promoting talents to participate in the apparatus of the political system.

“The idea of ​​outsourcing high-level personnel for the state apparatus is a bold reform signal. But to be successful, profound changes in organizational culture and operating mechanisms are needed.” said Mr. Nguyen Tien Lap.
