Issuance of the Code of Conduct for Debt Collection

Following the official promulgation of the Code of Conduct in Debt Collection Activities (the CoC) by the Vietnam Banking Association (VNBA) under Decision No. 15/QD-HHNH dated March 31, 2026, the VNBA collaborated with the International Finance Corporation (IFC) and the Swiss Embassy to organize a program to implement the CoC in Ha Noi and Ho Chi Minh City on April 20 and 23, 2026.

The program was chaired by Dr. Nguyen Quoc Hung – Vice President and General Secretary of the VNBA, with the participation of representatives from several ministries, agencies, and associations such as the State Bank of Vietnam, the Supreme People’s Court, the Supreme People’s Procuracy, the Ministry of Public Security, and the Vietnam People’s Credit Fund Association. On the VNBA side, the program included representatives from the Legal Club, the Debt Resolution Club, members of the Code of Conduct Drafting Committee, and numerous representatives from member organizations in the North and South regions. On the IFC side, the program was attended by Ms. Pham Lien Anh – Head of the Mekong Region Economic and Policy Advisory Program, and Mr. Nguyen Hung Quang – Managing Partner of NHQuang&Associates, and an independent expert of IFC.

At both programs, Mr. Quang, in his role as Deputy Head of the Drafting Committee, presented on the development process and core contents of the CoC, emphasizing three important meanings: (i) unifying standards of conduct; (ii) contributing to risk mitigation; and (iii) protecting and communicating the brand of the VNBA and its member organizations. In addition, at the program, representatives from several credit institutions and finance companies shared many practical experiences in debt recovery activities in Vietnam and internationally. During the open discussion at the end of the program, Dr. Nguyen Quoc Hung and Mr. Quang answered and clarified questions from attendees regarding the CoC, thereby providing many practical perspectives and contributing to a clearer understanding of the Code’s content and implementation in practice.
