On March 17, 2021, Mr. Nguyen Hung Quang – Member of the expert team of the USAID LinkSME Project presented the content of the Report on Administrative Procedure Compliance Cost Index 2020 (APCI 2020) at the press conference chaired by Mr. Mai Tien Dung – Minister, Chairman of the Office Government, Chairman of the Prime Minister’s Advisory Council for Administrative Procedure Reform. APCI 2020 is the Report supported by USAID through LinkSME in consultation with the Administrative Procedure Control Agency, the Government Office, the Private Economic Development Research Board, the Advisory Council for Administrative Procedure Reform and experts.
With the assessment method based on the Standard Cost Model and the results of enterprise survey in 63 provinces/cities, APCI 2020 focuses on analyzing the experiencing process of enterprises on the services provided by Government agencies at central and local level in 9 groups of important administrative procedures, namely i) Investment; ii) Trading across borders; iii) Starting a business/Business registration; iv) Environment; v) Practising licenses and certificates; vi) Land; vii) Construction; viii) Taxes and ix) Specialized inspection. Since 2018, the annual APCI Report has been considered an important indicator, objectively reflecting the level of reform, improvement of administrative procedures, legal regulations on business environment as well as the law and policy enforcement process of ministries, sectors and localities.
