Amendment to the Law on Capital: A “wave” for the development of cultural industries

On the morning of March 13, the Ha Noi Press, Radio and Television Authority hosted a seminar titled “Amendment to the Law on Capital: A “wave” for the development of cultural industries”.

Culture is regarded as the spiritual foundation of society, serving both as a goal and a driving force for sustainable development. This principle continues to be reaffirmed in Resolution No. 80-NQ/TU on the development of Vietnamese culture, which emphasizes promoting cultural values and the strength of the Vietnamese people as a vital internal resource for the country’s development in the new era.

As the first locality in the country to adopt a dedicated Resolution on cultural industries, Ha Noi has demonstrated long-term vision and special attention to this sector. After more than three years of implementing Resolution No. 09-NQ/TU dated February 22, 2022, issued by the Ha Noi Party Committee, the capital’s cultural industries have achieved significant progress, making notable contributions to the city’s overall economic growth.

Notably, the 2025–2030 Congress of the Ha Noi Party Committee identified the development of cultural industries as a spearhead economic sector closely linked with the city’s positioning as a “Creative City”. The goal is to transform culture into a key driver of sustainable development, turning Ha Noi into a leading center of cultural industries in Viet Nam and Southeast Asia.

In this context, the draft Law on Capital (amended) proposes a range of specific mechanisms and policies aimed at preserving heritage and promoting the cultural identity of Thang Long – Ha Noi, at the same time also creating new momentum for the capital’s cultural and creative economy in the coming years. This was also the reason the Ha Noi Press, Radio and Television Authority organized the seminar under the theme “Amendment to the Law on Capital: A “wave” for the development of cultural industries”.

Speakers at the seminar included Mr. Pham Xuan Tai, Deputy Director of the Ha Noi Department of Culture and Sports, and Mr. Nguyen Hung Quang, Managing Partner of NHQuang&Associates Law Office.

Meanwhile, Mr. Nguyen Hung Quang noted that the draft Law on Capital (amended) proposes stronger decentralization of authority to the Ha Noi People’s Council. This decentralization is expected to enhance the city’s proactiveness and flexibility in governance and policymaking.

Regarding policies to attract investors to Ha Noi – particularly in the cultural sector – Mr. Quang highlighted that provisions on incentives, talent attraction, and the development of high-quality human resources in the draft law also extend to cultural activities.

The draft law stipulates that the municipal People’s Committee will be responsible for deciding on the conservation, restoration and renovation of nationally recognized relics and special national relic sites. Granting the city authority to manage and license certain activities stems from practical needs, as these activities occur frequently, vary widely and possess highly specific characteristics. Prompt decision-making is therefore necessary to meet socio-economic development demands while ensuring effective state management.

At the seminar, speakers discussed and clarified the new provisions in the draft amended Law on Capital related to culture, sports and tourism, as well as the opportunities that could emerge once the law is adopted and implemented in practice.
