Webinar on training the Reference list on policy impact assessment, social impact assessment (SIA)/gender impact assessment (GIA) and summary of the work of the inter-agencies/ministries task-force

On the morning of November 12, 2021, the German Agency for International Cooperation (GIZ) in collaboration with the Ministry of Labor, Invalids and Social Affairs (MOLISA) and the Ministry of Justice held the Webinar on training the Reference list on policy impact assessment, social impact assessment (SIA)/gender impact assessment (GIA) and summary of the work of the inter-agencies/ministries task-force. The Webinar had the participation of Mr. Michael Krakowski, Director of GIZ’s Macro-Reform/Green Growth Program, representatives of leaders of the Department of General Affairs on Legislative Development, the Ministry of Justice, the Legal Department of MOLISA and representatives of other ministries, sectors.

In the Webinar, Mr. Nguyen Hung Quang, Managing Partner of NHQuang&Associates, as an independent expert, presented the method of developing the Reference list on SIA/GIA of MOLISA and gave specific examples to guide the officials of ministries to use this document. The Reference list includes 2 main parts, including: (i) List of impacted objects and (ii) List of social and gender issues.

In addition to the Reference list, Mr. Nguyen Hung Quang and associates of NHQuang also developed the Checklist for reviewing SIA/GIA in the reports on policy impact assessment. 2 documents were developed to be tools to assist legislators of MOLISA for the impact assessment process in developing legal document proposal of MOLISA.
