Comments and suggestions on the criteria and conditions for the appointment of judges and other issues of the Draft Law

On October 6, 2025, the Supreme People’s Court (SPC) held a seminar on the Draft Law on Specialized Courts at the International Financial Center. Mr. Nguyen Hung Quang, Managing Partner of NHQuang&Associates, presented a paper titled “Comments and suggestions on the criteria and conditions for the appointment of judges and other issues of the Draft Law.”

In his presentation, Lawyer Quang analyzed the role of judges—both domestic and foreign—in the development of an international financial center, as well as the policies needed to attract and select legal experts from inside and outside the country to serve as judges of the Center. He directly provided comments and recommendations on drafting specific provisions of the Law, focusing on the structure of the judiciary (including domestic and foreign judges) and the conditions and standards for judges at the International Financial Center to ensure consistency with international practices and Vietnam’s actual context.

The comments from Lawyer Quang, along with those of other experts and delegates at the seminar, were acknowledged by the SPC’s Department of Legal Affairs and Scientific Management for consideration in finalizing the Draft Law. The Draft Law is expected to be submitted to the National Assembly for discussion and approval at the 10th Session of the 15th National Assembly (scheduled to open in October 2025) under the simplified legislative procedure.
