In my opinion, the head of the ruling party, simultaneously heads the State as a logical model because It reflects the character or principle of centralization and unification of power in the political system of Viet Nam and it is also the reality in China and in many other socialist countries. The high concentration of political and state power on such an individual at least demonstrates the clarity and transparency of both authority and responsibility.
