The right to be informed was one of the basic rights of citizens provided for in the Preamble 1992. In Preamble 2003, the right to be informed was changed into the right to access to information. At present, the current legal system is not consistent and uniform in specifying citizens’ right to be informed and right to access to information in the above-mentioned Preambles.
