On May 24, 2024, the Politburo issued Conclusion No. 80-KL/TW on the Ha Noi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project on Adjustment to the Ha Noi Capital Master Plan to 2045, with a vision to 2065. It clearly states that in the historical inner city area, urban renovation and beautification should be based on the principle of closely combining conservation and development, maximizing land value, value of historical and cultural relics, old headquarters, old quarters, and French architectural works left behind to strongly develop tourism activities, commercial services, and continuing to increase the area of commercial and service business by synchronously and effectively exploiting high-rise buildings, ground-level buildings, and underground spaces. Therefore, the implementation of planning needs to be associated with the completion of the legal system and the enforcement of laws in a synchronous, unified, effective and efficient manner with priority and outstanding mechanisms and policies to create a breakthrough in urban conservation and reconstruction, and the development of the Capital, especially in conjunction with the Law on the Capital (amended).
