Developing cultural industries into a key economic sector, closely linked with tourism and anchored in Ha Noi’s unique strengths, has become a strategic vision for the capital. This approach not only aims to spur economic growth but also seeks to preserve and promote cultural identity – positioning culture as the foundation for sustainable, distinctive development in Ha Noi.
With the Law on Capital 2024 and new resolutions of the Ha Noi People’s Council now in effect, the path toward realizing this vision presents significant opportunities alongside notable challenges – ranging from regulatory frameworks and resource mobilization to creative infrastructure and methods for harnessing cultural value.
On the seminar “Cultural Industries and Emerging Issues”, broadcast on Ha Noi Radio & Television, Mr. Nguyen Hung Quang – Managing Partner of NHQuang&Associates and one of the experts involved in drafting the Law on Capital 2024 and related implementation resolutions – joined other guest speakers in an in-depth discussion on the requirements facing Ha Noi in this new chapter.
Experts agreed that for cultural industries to become a true development pillar, Ha Noi needs a long-term strategy and a cohesive ecosystem: from perfecting the legal framework and planning creative spaces, to developing human resources, ensuring intellectual property protection, and leveraging heritage in a sustainable manner.
During the discussion, Mr. Nguyen Hung Quang emphasized:
(i) The critical role of a clear, actionable legal framework as the foundation for cultural and creative activities.
(ii) The need for coherent planning of creative spaces and complexes to avoid fragmented development.
(iii) The importance of copyright protection – an essential factor in nurturing creative motivation.
(iv) The principle that cultural value can only be fully realized when development is rooted in the preservation of identity and professional ethics, rather than excessive commercialization.
