The Law on Capital 2024, which took effect in January 2025, introduces a series of groundbreaking provisions that open up new opportunities for Ha Noi to develop commensurately with its role in the new era. One of the Law’s key highlights is its policy framework for attracting strategic investors – aimed at helping Ha Noi mobilize major resources and create transformative breakthroughs in sectors identified as drivers of the capital’s economic growth.
Mr. Nguyen Hung Quang, one of the experts involved in drafting the Law on Capital 2024 and several resolutions guiding its implementation, and Managing Partner of NHQuang&Associates, was one of two guests on the seminar “Promoting strategic investors for sustainable development,” broadcast on Ha Noi Radio & Television.
During the discussion, Mr. Quang and Dr. Le Duy Binh analyzed the role of strategic investors in economic development, innovation, and improving the quality of urban infrastructure in the capital. Mr. Quang highlighted critical issues within the Law on Capital 2024 and Resolution 17/2025 of the Ha Noi People’s Council regarding strategic investor attraction – key points that investors should pay close attention to when considering large-scale capital commitments in Ha Noi. He also elaborated on the criteria for strategic investors and how the principle of “sustainable development” is integrated into the legal framework to ensure both investment attraction and long-term preservation of the capital’s values. In addition, he outlined several actionable measures – from both government authorities and investors – that could be implemented in the near future to realize the goal of attracting strategic investors, contributing to a sustainable, modern, and globally integrated Ha Noi.
The talk show offered practical insights and clear directions, underscoring the city’s determination to become a dynamic, modern, and sustainable development hub in the new phase.
