Training program on the Law on Capital and its implementing regulations
On the morning of October 14, 2025, the Ha Noi Department of Culture and Sports organized a training program on the Law on Capital and its implementing regulations for cultural officers and civil servants from 126 communes and wards across the city, held at the Ha Noi Museum.
Mr. Nguyen Hung Quang, Managing Partner of NHQuang&Associates, a legal expert who participated in drafting the Law on Capital and several resolutions of the Ha Noi People’s Council on culture, was invited as the keynote speaker.
During the session, Mr. Quang presented and analyzed new provisions and key regulations of the Law on Capital relating to the fields of culture and sports, and provided a detailed explanation of Resolution No. 24/2025/HDND on cultural industry centers and Resolution No. 25/2025/HDND on the development of Ha Noi’s cultural industries.
To help participants better understand the legal framework, he also introduced international models of cultural industry centers (such as art centers, creative centers, and artist hubs) and business and cultural development zones (business improvement districts), highlighting lessons learned for Viet Nam.
The training program also served as a platform for participants to exchange views, discuss, and resolve challenges in implementing the Law on Capital in the field of culture, including topics such as public – private partnerships (PPP), business and investment cooperation, franchising of public assets in the cultural sector, and legal foundations for developing the cultural and heritage economy, contributing to the effective enforcement of the Law on Capital in practice.
With the aspiration to help build Ha Noi into a cultural, creative, and economic hub, NHQuang&Associates has actively participated in law-making activities for the Capital, particularly in areas related to culture, science and technology, urban development and renovation, urban railway systems, and environmental protection.
