Scientific seminar “Legal and policy framework for the development of science, technology, innovation, and national digital transformation in the new era”
On September 15, 2026, the Institute of State and Law (under the Viet Nam Academy of Social Sciences) organized a scientific seminar titled “Legal and policy framework for the development of science, technology, innovation, and national digital transformation in the new era” at its headquarters in Ha Noi. The seminar was attended by delegates and experts from Hanoi Law University, the University of Law (Vietnam National University, Hanoi), the Vietnam National Innovation Center (NIC, under Ministry of Finance), the Institute of Vietnam and World Economy, NHQuang&Associates, and numerous researchers from the Institute of State and Law.
Mr. Nguyen Hung Quang – Managing Partner and Ms. Nguyen Thuy Duong – Senior Associate participated in the seminar with a presentation titled “Crowdfunding Models to Foster Innovation: International Experience and Policy Recommendations for Vietnam.” Crowdfunding is a capital-raising model that has long been practiced in Vietnam – exemplified by the traditional act of contributing bricks to build pagodas, as reflected in the saying: “Làm chùa, tô tượng, đúc chuông / Trong ba việc ấy thập phương nên làm” (Building pagodas, gilding statues, and casting bells / These are three deeds that people from all directions should undertake). Globally, figures such as Mozart and Beethoven utilized community fundraising methods to organize concerts and develop new musical works. The International Monetary Fund (IMF) estimated that the total capital raised via crowdfunding platforms for businesses worldwide reached 19.4 billion USD by 2019.
The authors presented international experience regarding crowdfunding to foster innovation, covering key stakeholders, platform elements, and various funding models – such as Donation-based/Crowddonating, Reward-based/Crowd-supporting, Lending-based/Crowdlending, and Equity-based/Crowdinvesting. Based on this analysis, the authors examined the feasibility of implementing crowdfunding in Vietnam to promote science, technology, and innovation.
