The Constitution can not simply be a law, because the law is made by the legislature that is the product of the state apparatus. Accordingly, the state (through Parliament or National Assembly) can change it. The Constitution is not so, it is the moral and legal contract of the whole society.

The recent corruption incident in the ODA project “East-West Boulevard” (Ho Chi Minh City) is being investigated, which makes us think back to corruption and abuse of ODA in “PMU18” two years ago. It is still a topic related to anti-corruption, but perhaps at the moment, both the Government and society need to have a more comprehensive and in-depth view on receiving, managing and monitoring the use of ODA – a very important source for the development of the country.
