In 2023, a year marked by challenges both for Vietnam and globally, NHQuang&Associates has remained resilient and forward-looking. Our commitment keeps extending to multiple activities aimed at fostering experience and developing skills for the young people, who are lawyers of the future.

We proudly share with you some remarkable highlights of our achievements in 2023.

Legal Newsletter No. 11/2023

The promulgation of the Law on Bidding 2013 has created a legal basis for procurement, management, and use of state capital and assets, ensuring openness, transparency, and competition in bidding. However, after more than 9 years of implementation, the provisions of the Law on Bidding 2013 have revealed many limitations and shortcomings when implemented in practice, and are no longer suitable for the current socio-economic situation. Therefore, to improve the regulations on bidding, on June 23, 2023, the National Assembly passed the Law on Bidding 2023, replacing the Law on Bidding 2013 and taking effect on January 1, 2024.

Some new regulations of the Law on Bidding 2023 are presented by Le Hai Linh.

Legal Newsletter No. 10/2023

After a period of implementation, Decree 123/2020/ND-CP on invoices, and records (Decree 123) has created several advantages in tax management and brought about lots of practical benefits for enterprises. However, besides positive results achieved, through its implementation, Decree 123 has also revealed some obstacles and difficulties that require amendment and supplementation. In order to tackle the drawbacks of Decree 123 as well as further facilitate taxpayers, authorities, and organizations on activities related to invoices, and records, the Ministry of Finance is currently developing a draft to amend and supplement several provisions of this Decree (Draft).

Some new regulations of Draft Decree amending the decree on invoices, records are presented by Nguyen Thi Hong Nhung.

Legal Newsletter No. 09/2023

After 12 years of implementation, the Law on Protection of Consumer Rights (LPCR) 2010 has significantly strengthened consumer rights protection and established a legal framework for this field in Viet Nam. However, the provisions of LPCR 2010 have revealed numerous limitations and challenges during its enforcement. Therefore, in order to adapt to the changing economic and social context and address the shortcomings of LPCR 2010, the National Assembly promulgated LPCR 2023 on June 20, 2023.

New regulations of the Law on Protection of Consumer Rights (amended) are presented by Nguyen Quoc Dung.

Legal Newsletter No. 08/2023

After 17 years of implementation, the provisions of the Law on E-Transactions 2005 have revealed certain shortcomings and limitations when implemented in practice, and are no longer suitable for economic and social development. In order to overcome such limitations and improve the regulations on e-transactions, the Law on E-Transactions 2023 was promulgated by the National Assembly on June 22, 2023, and will take effect from July 1, 2024.

New regulations of the Law on E-transactions are presented by Le Hai Linh.
