Aiming at developing and maintaining the social welfare fund, Vietnam has promulgated some regulations on the obligation of enterprises and organizations operating within Vietnamese territory to pay some amounts other than tax obligations. This issue attracts much interest and also causes much embrassment to enterprises and organizations in actual implementation.
